Does the ARMY's College Loan Repayment Program cover federal parent PLUS if the employee is the beneficiary?

My parents have a Federal Parent PLUS loan in their name but me as the beneficiary. Does the army cover this loan even though its not technically in my name? If not is there anyway to change the loan over to my name? Or any other ways around it...
