Why does my computer say little or no connectitivy?

My computer keeps saying little or no connectivity, i have tried changing the nic card and tried doing system restore and it still didn't do anything. When i click on the icon it tells me that i need to renew my ip address, but i talked to my isp and they said it does it automatically and we checked on the computer and it set up that way. Any suggestions??????
